You need to fill out Form 990 — but IRS keeps tweaking its forms. Need some help or a place to complain? The Fed’s just opened a new avenue for some “constructive criticism.”

After the latest version of Form 990 “Return of Organization Exempt from Income Tax” was finalized in December ’07, IRS decided to release draft instructions that are open for public comment.

IRS Commissioner Doug Shulman says “tax-exempt organizations provide tremendous benefits to the people and communities they serve, but their ability to do good work hinges upon the public’s trust.”

A better way of putting it: IRS forms are cryptic enough, so it wants to make sure this latest form is manageable for tax exempt organizations. IRS believes “public comment on the draft instructions will help to minimize the reporting burden on tax-exempt organizations, which is another important goal.”
